Folsom's housing market in fall 2026: a lower median, more sales, and a $4,100 mortgage payment

Folsom is the most expensive city in Sacramento County, the one with the most educated workforce, and the one whose biggest employer has spent two years shrinking. Three things that do not usually sit together. Here is what the fall 2026 numbers say about how they are resolving, with every figure sourced and dated.

Why I started writing this

I spent twenty-four years on the Intel campus at Prairie City Road and took the package in 2024, along with a lot of people I know. Some of them are in Reno now. Since then I have watched the Folsom market get explained by people in Roseville, in San Francisco and on cable television, and almost none of them live here. This letter is the version a neighbor would give you: the numbers, where they come from, and what they mean if you own a house north or south of Highway 50.

I cite everything, with dates, at the bottom, so you can check me. Please do.

The median fell, and it is mostly mix

For the three months ending September 2026, the median sale price in Folsom was $740,647, down 3.7 percent from the same three months of 2025. That is the biggest year-over-year decline among the county's large cities (Elk Grove fell 2.9 percent, Rancho Cordova 0.6 percent, the county overall was flat), and it is the number you will see in headlines.

Here is why I would not read it as a 3.7 percent loss on your house. Over the same window, the median price per square foot rose 0.5 percent to $369. When the median falls and price per foot holds, what changed is the size and type of home that sold: more townhomes and smaller houses, fewer 3,500-square-foot Empire Ranch two-stories. That is exactly what you would expect at a 7.4 percent mortgage rate, when the move-up buyer who was going to stretch to $950,000 stays put and the first-time buyer at $650,000 keeps going.

Three checks on the headline. The FHFA all-transactions index for the Sacramento metro was flat year over year as of the second quarter (408.95 vs 408.64). The county assessor's roll grew 4.93 percent, nearly all from new construction and resales. The Census Bureau's lagging five-year median value for Folsom is $755,200. None of them say "falling."

A couple of other sources say the same thing. The Federal Housing Finance Agency's price index for the Sacramento metro, published by the St. Louis Fed, was flat over the year to the second quarter of 2026. And the Sacramento Association of REALTORS® reported a county-wide August median of $550,000, unchanged from a year earlier, with 2.3 months of inventory. Folsom sits about 35 percent above the county median; it has for a decade.

Median sale price, latest month available. Folsom is the priciest city in Sacramento County and still well under the statewide median.

FolsomRedfin, 3 mo. to Sep 2026

$740,647

Elk GroveRedfin, 3 mo. to Sep 2026

$629,700

Sacramento CountySAR, Aug 2026

$550,000

Rancho CordovaRedfin, 3 mo. to Sep 2026

$534,745

CaliforniaC.A.R., Jul 2026

$887,680

Sales went up, which nobody expected

In September 2026, 238 homes closed in Folsom, against 218 in September 2025, a gain of about 9 percent. Elk Grove's closings fell 10.8 percent over the same month. Same county, same mortgage rate, opposite direction.

My reading is that Folsom's buyer pool is less rate-sensitive than the county's. The Census Bureau puts the city's median household income at $139,804 and the share of adults with a bachelor's degree at 54.9 percent, both the highest in the county by a wide margin. A household at that income buys with a larger down payment, often from equity in a prior house, and treats a 7.4 percent rate as something to refinance later rather than a reason to wait. Redfin's own migration data says 76 percent of Folsom buyers are moving within the Sacramento metro and that San Francisco is the top outside source, which is the equity-rich buyer the city has drawn since the 1990s.

The market measures agree. Homes went under contract in a median of 31 days (32 a year ago), the sale-to-list ratio was 99.0 percent, Redfin scores the city 76 out of 100 for competitiveness with an average of three offers per sale, and the best-prepared homes still go pending in about nine days at or above asking. It is a seller's market for correctly priced homes and a stubborn one for everything else.

The payment, which decides most of it

The 30-year fixed rate was 7.40 percent on October 8, 2026 in Freddie Mac's survey, up from 7.28 the week before and 6.30 a year ago. The climb was fast: the weekly series shows 6.76 on September 10, 7.03 on September 24 and 7.28 on October 1.

Monthly principal and interest on the $740,647 Folsom median with 20 percent down (a $592,518 loan), at the Freddie Mac survey rate on each date.
On the Folsom median with 20 percent down, that is roughly $3,670 a month in principal and interest at last year's rate and $4,100 at this year's, a difference of about $435 a month. Add property tax at 1.1 to 1.8 percent of value depending on which side of the freeway you are on, insurance that is repricing upward, and an HOA, and a $740,000 house in Folsom costs a new buyer something like $5,500 to $6,500 a month to own. That number is why the move-up segment went quiet, and why my neighbors with 3,000-square-foot houses are not calling agents this fall.

One Folsom-specific point. The 2026 conforming loan limit for Sacramento County is $832,750, per the FHFA. A buyer putting 20 percent down can stay in a conforming loan up to a $1.04 million purchase; above that, the loan is jumbo, with stricter underwriting and, for most of 2026, a slightly higher rate. That line runs straight through Folsom's upper neighborhoods, and it is one reason the $1 million-plus segment moves slower than the $700,000 segment even in a good year.

Who lives here, and the Intel question

The state's Department of Finance counted 95,680 residents on January 1, 2026, up 2.1 percent in a year, with 35,837 housing units, up 3.6 percent, the fastest housing growth of any large city in the county. The Census Bureau's mid-2025 estimate is 91,983, up 14.3 percent since 2020. Nearly all of that growth is south of Highway 50 in the Folsom Plan Area, where the first homes were occupied in 2019.

Demographically, Folsom is a family and professional city: 2.64 people per household, 22.7 percent under 18, 69.7 percent owner-occupied, a median gross rent of $2,352, a 26.6-minute average commute, and retail sales of $30,710 per resident in 2022, which is the Palladio and Broadstone effect. The population is 58 percent white, 20 percent Asian and 14 percent Hispanic or Latino by Census categories; 3,317 residents are veterans.

Then there is Intel. The campus at Prairie City Road and Highway 50 has been in Folsom since 1984, once held about 10,000 employees and now holds fewer than 5,000 across 1.6 million square feet. The company cut roughly 300 Folsom positions in November 2024, announced about 600 more in 2025, and said it would sell the 150-acre campus and lease back the space it still needs. As of October 2026 I can find no public confirmation of a buyer. I know people who took the package and stayed, people who went to Micron's Folsom office, and people who are now in Reno, which Redfin lists as the top destination for Folsom households searching to leave. The short version is that the city's largest private employer is a third smaller than it was, the office market along Prairie City Road has a large question mark on it, and the housing market has absorbed this with a 3.7 percent dip in the median and no visible drop in sales. Folsom has more than one employer. Kaiser and Mercy run hospitals here, the Folsom Cordova school district and the state prison are large public employers, UC Davis Health and Dignity Health both bought land for campuses in the Plan Area, and the Employment Development Department had Sacramento County unemployment at 4.8 percent in June 2026.

The supply side

Folsom is the only city in the county where a single plan accounts for most future housing. The Folsom Plan Area, 3,520 acres between Highway 50, White Rock Road, Prairie City Road and the El Dorado County line, was brought into the city under Measure W in 2004 and is entitled for about 11,337 homes. The city's page lists six neighborhoods built or building (Broadstone Estates, Enclave at Folsom Ranch, Folsom Heights, Mangini Ranch, Russell Ranch and White Rock Springs Ranch), two elementary schools, a first commercial center, a fire station opened in 2024 and a first park. In June 2026 the council approved Toll Brothers' 1,424-lot Alder Creek subdivision, and Taylor Morrison has an 804-lot Sierra Oaks map pending.

The city's state housing target for 2021 to 2029 is 6,363 units, and the Plan Area alone covers it. That matters for a seller north of the freeway: there is no scarcity story in Folsom the way there is in Granite Bay or El Dorado Hills. The ceiling on a resale is what a builder charges south of 50, plus whatever premium the older neighborhoods earn for their lots, trees and lake access. The project-by-project scorecard is in what's being built in Folsom.

Three costs the listing portals leave out

Mello-Roos south of 50. Every home in the Plan Area sits in the city's Community Facilities District No. 23, which has seven improvement areas. For Improvement Area No. 2 the city's own materials put the facilities tax at $2,124 to $2,560 a year per home, escalating 2 percent annually through fiscal 2079-80, plus a services tax of $110 to $215 that rises with inflation, and the city's presentation estimates total property tax in that area at about 1.8 percent of value. Older neighborhoods north of the freeway mostly pay the base 1.1 percent or so. On a $750,000 house that is a difference of roughly $5,000 a year, and a lender counts it against the buyer's qualifying payment.

Fire hazard class and insurance. CAL FIRE's 2025 maps put the hills along Folsom Lake and the city's eastern edge in high and very-high hazard zones, with a wider moderate band; the Folsom Fire Department posts the city's local map, and the State Fire Marshal hosts the statewide viewer. A home in a high or very-high zone carries a state defensible-space disclosure at sale. With the FAIR Plan's 29.1 percent average increase effective October 15, 2026, and the Department of Insurance reviewing State Farm's and Allstate's filings to resume writing, insurance is the line item most likely to move a Folsom buyer's payment in 2027.

Water and the dam. Folsom's Plan Area runs on 5,600 acre-feet of water the city recaptured by fixing leaks and renegotiating a contract with Aerojet, a Measure W condition. North of 50, the Army Corps of Engineers' Folsom Dam Raise is lifting the dikes and wing dams 3.5 feet for flood control, with construction traffic on streets near the lake until it finishes. Neither affects price. Both come up in escrow.

What I am watching into 2027

The rate. Folsom's sales held at 7.4 percent because its buyers bring equity. If the rate heads toward 8, the move-up segment above $900,000 freezes outright; if it falls back under 7, the spring 2027 market will look like 2024's.

The Intel campus sale. A buyer who fills 1.6 million square feet with jobs is a different outcome from a buyer who converts it. Watch the recorder's office and the Sacramento Business Journal.

Plan Area absorption. Toll Brothers' 1,424 lots and Sierra Oaks' 804 are the next wave. The pace at which they sell sets the ceiling for every resale in Broadstone, Empire Ranch and the Parkway.

Insurance quotes. For the first time, I am hearing of Folsom escrows where the buyer's insurance bid came in two to three times the seller's old premium. That is a repricing of the hills and the lakeside, and it will show up in offers before it shows up in any index.

The UC Davis and Dignity campuses. Two health systems bought land in the Plan Area. If either breaks ground on a hospital, Folsom's job base changes shape.

For the owner who is selling

If you are selling a Folsom house this winter, the market will reward you for being honest about which segment you are in. Under about $800,000, with a clean house and a price set from the last three sales on your street, you will see multiple offers in two weeks. Above $900,000, you are selling to a smaller, pickier, equity-funded buyer who is comparing you to a brand-new house south of 50, and you should price under the builder's equivalent and expect four to six weeks.

The hardest Folsom sale in 2026 is the one that does not fit either lane: a 1980s house in original condition, an inherited home with heirs out of state, a lakeside property with a fire-zone disclosure and an insurance problem, or a relocation on a deadline. For those, get a written cash number before you commit to a listing. Pacific Home Buyers buys houses in Folsom for cash in any condition, closes in seven to thirty days and picks up the closing costs, so their figure and your net are nearly the same number. Set it beside an agent's net sheet with realistic repair credits, three months of carrying costs at $5,000-plus a month, and a 2026-sized insurance contingency, and the comparison will answer itself. The method is in selling a house in Folsom in 2026.

Reader questions
<details>
Are Folsom home prices dropping?

The three-month median through September 2026 was $740,647, 3.7 percent below the same stretch of 2025, while the median price per square foot edged up 0.5 percent to $369. The decline reflects a shift toward smaller homes selling, not a broad loss of value; the regional price index was flat over the same year.
</details><details>
Is Folsom still a seller's market?

For well-priced homes, yes. Homes went under contract in a median of 31 days in September 2026, the sale-to-list ratio was 99 percent, and Redfin rates the city "very competitive" with about three offers per sale. The upper segment, above roughly $900,000, is slower because of the 7.4 percent rate and the $832,750 conforming loan limit.
</details><details>
How is Intel's downsizing affecting Folsom real estate?

The campus has gone from about 10,000 employees to fewer than 5,000 and is being sold with a partial leaseback. So far the housing market has absorbed it: sales rose 9 percent year over year in September 2026 and the median slipped 3.7 percent. The larger effect is on office space along Prairie City Road, and on which households are leaving for Reno and Nevada.
</details><details>
What is Mello-Roos in Folsom Ranch and how much is it?

Homes in the Folsom Plan Area sit in the city's CFD No. 23, which has seven improvement areas with their own rates. In Improvement Area No. 2 the facilities tax is $2,124 to $2,560 a year per home, rising 2 percent a year through 2079-80, plus a services tax of $110 to $215. The city estimates total property tax there at about 1.8 percent of value. Check the parcel's tax bill for the exact figure.
</details><details>
Does it make sense to sell a Folsom house to a cash buyer?

For a turnkey house in a strong neighborhood, a listing usually nets more. For an original-condition home, an estate, a fire-zone property with an insurance problem, or a move on a deadline, a written cash offer is often within a few percent of the listing net once repairs, credits, commissions and carrying costs come out, and it closes in weeks. Pacific Home Buyers' Folsom page is one place to get that figure.
</details>
